Streszczenie
Dwudziesta dziewiąta coroczna konferencja sygnatariuszy Konwencji Klimatycznej obradowała tym razem w stolicy Azerbejdżanu. Obfite złoża węglowodorowe w okolicach Baku i próby zastąpienia w Europie gazu rosyjskiego azerskim sprawiały, że wiele osób miało mieszane uczucia towarzyszące tej lokalizacji. Obawiano się, że COP29 nie będzie stanowić przełomu w odchodzeniu od paliw kopalnych. I tak też się stało. Osiągnięto jednak pewne porozumienie w sprawie finansowania biednych przez bogatych i ocalono artykuł 6 Porozumienia Paryskiego przed najgroźniejszymi manipulacjami.
Abstract
The 29th annual conference of parties to the Climate Convention took place in the capital of Azerbaijan. Abundant hydrocarbon deposits in the Baku area combined with attempts to switch to Azer gas to substitute for the Russian import to Europe caused mixed feelings towards the conference venue. People were afraid that COP29 would not provide any breakthrough in abandoning fossil fuels. These fears materialised. Nevertheless, an agreement was achieved on how the rich are going to finance the poor and Article 6 of the Paris Agreement was defended against the most dangerous manipulations.
